Position Summary
The Senior Document Management Specialist supports the Program Management Office Support Services functional line for the Hill CEDC IT Operations & Maintenance contract at Hill AFB by leading documentation, records management, and deliverable compliance activities. This role ensures the accuracy, completeness, traceability, and audit readiness of all contract documentation supporting enterprise hosting sustainment, cybersecurity, Configuration and Change Management, and Program Management functions. The Senior Specialist maintains the documentation ecosystem supporting 2,000+ servers, 250+ applications, and multiple enclaves, ensuring all artifacts meet required standards and withstand audit scrutiny. As a senior‑level contributor, this position independently executes high‑visibility and mission‑critical tasks, functions as a technical expert across multiple assignments, and may oversee the work of less senior staff.
Responsibilities
- Maintain documentation supporting Configuration and Change Management, including baselines, change records, diagrams, SOPs, and dependency information.
- Ensure all contract deliverables are accurate, complete, properly formatted, and submitted on schedule, including Contract Data Requirements List (CDRL) items and Data Accession List (DAL) updates.
- Develop and maintain customer‑facing standardization artifacts, including Service Level Agreements (SLAs), Memorandums of Agreement (MOAs), Memorandums for Record (MFRs), User License Agreements (ULAs), and System Interconnect and Inheritance Addendums in coordination with 75 ABW/SC and Government Program Management.
- Maintain organized repositories for configuration, cybersecurity, ITSM, operational, and program documentation, ensuring proper version control, storage, and marking.
- Support cybersecurity documentation requirements, including vulnerability scan results, Security Technical Implementation Guide (STIG) checklists, Plans of Action and Milestones (POA&Ms), and system hardening artifacts.
- Maintain documentation supporting Risk Management Framework (RMF) and cross‑domain compliance activities, including CAP packages, system artifacts, and privileged access records.
- Ensure ITSM documentation—including incident and work order evidence, SLA support materials, and closure notes—is complete, traceable, and aligned with enterprise standards.
- Maintain SOPs, workflows, and knowledge base articles supporting Service Desk, Operations, and sustainment teams.
- Facilitate technical and program meetings by preparing agendas, action item listings, meeting minutes, and supporting materials.
- Prepare documentation packages for audits, inspections, and compliance reviews, ensuring all artifacts are audit‑ready and traceable.
- Support program reviews and stakeholder engagements by preparing documentation packets and briefing materials.
- Collaborate with technical SMEs, functional leads, Government stakeholders, and leadership to ensure documentation accuracy, completeness, and alignment with enterprise requirements.
- Communicate documentation requirements, gaps, and findings clearly and effectively to technical teams and leadership.
- Ensure all documentation meets accuracy, completeness, timeliness, and auditability standards.
- Apply senior‑level expertise to plan and lead major documentation assignments, evaluate performance results, recommend improvements, and ensure successful execution of high‑impact tasks.
Minimum Qualifications, Knowledge, Skills, and Abilities
- BS in Information Management, Library Science, Information Systems, Business Administration, or related field.
- 5+ years of experience in document management, records management, or technical documentation supporting IT or federal programs.
- Experience managing contract deliverables, documentation repositories, or compliance artifacts.
- Understanding of enterprise IT operations and documentation requirements.
- Experience supporting Configuration Management, Change Management, ITSM documentation, or CMDB/CRMDb data governance.
- Strong attention to detail with the ability to maintain audit‑ready documentation.
- Proficiency with documentation and collaboration tools such as SharePoint, Confluence, and version control systems.
- Familiarity with Agile methodologies.
- Must possess a Secret clearance.
- Ability to pass a pre‑employment drug screen and background investigation.
- U.S. citizenship required.
Preferred Qualifications
- ITIL Foundation or ITIL Managing Professional certification.
- Certified Records Manager (CRM) or similar credential.
- Experience supporting DoD data center operations or enterprise IT programs.
Working Conditions / Environment / Physical Demands
- Position is performed on site at Hill AFB, Utah, in a secure professional environment.
- Standard MondayFriday schedule with occasional evening or weekend work
- Work involves extensive computer and secure network use, including prolonged periods of sitting and screen time.
- Occasional travel may be required for customer meetings, training, or program reviews.
