Opportunity:
The HR Systems and HR Data Manager is responsible for managing and maintaining multiple HR systems, including HRIS (UKG), Peoplebox, SchoolMint Grow, Absorb, Case-IQ, RedRover, Payscale, and other solutions. This role requires significant expertise in HRIS products and processes used by HR teams. The role is integral in supporting HR operations by leveraging data for decision-making, optimizing HR processes, and ensuring the accuracy of employee information. The ideal candidate will have a strategic mindset with strong analytical skills to drive operational efficiency and financial performance, with a focus on customer success and satisfaction. This role will also oversee Propel’s Performance Management Process for all positions within the organization.
This position is located at our Administrative Office and is a hybrid position with 2 days in the office per week. Compensation is a range of $65,000-$80,000, depending on experience.
Key Job Elements:
- Serve as the subject matter expert for all HR Systems
- Lead HRIS projects, including system upgrades, new module implementations, integrations with other business systems, and data migration
- Develop and implement HRIS best practices to maximize system functionality and improve HR processes and reporting
- Manage access to HR systems to ensure security of HR Data
- Review and submit ACA reporting
- Work closely with the Senior Director of HR on Benefits Administration and Open Enrollment
- Work with the Data and Reporting team to review and submit PIMS and other PDE-required reports
- Design and develop people analytics dashboards to track key HR metrics such as employee engagement, turnover, and performance
- Analyze employee lifecycle data (hiring, promotions, performance, and attrition) to identify trends and opportunities for improvement
- Monitor diversity and inclusion metrics to support organizational DEI goals and strategies.
- Automate reporting processes to increase efficiency and reduce manual data handling.
- Develop training for Leaders and Staff on all HR Systems
- Administer the Performance Management process for all roles in the organization. Set timelines, communicate the process, train managers, and report on progress of reviews across the organization.

Compensation and Benefits:
- Compensation: Propel provides a competitive salary. Based on relevant prior work experience, our salary range for this role is $65,000-$80,000.
- Hybrid Work Model: This position allows 3 remote work days and 2 office days per week

- Retirement: New hires participate in a 403(b); Propel contributes 5% automatically and matches up to 4%. This increases after 5 years.
- Paid Leave: In addition to 16-19 paid holidays annually, you will receive 5 sick days and 10 Personal Days. You will also accrue vacation time per pay period.
- Tuition Assistance: Reimbursement of up to $3,000 annually upon completion of course and receipt of grades for coursework that meets our eligibility requirements.
- Public Service Loan Forgiveness: Working at Propel qualifies for student loan forgiveness
- Wellness Benefit: Reimbursement of $20 per month for wellness activities including Gym Memberships, health programs, etc. Additionally, staff have the ability to earn up to $300 for participation in a Wellness Program each year.

Requirements
Qualifications & Skills:
- At least five years of experience working with HR Systems, preferably UKG
- Bachelor's degree required
- PDE/School Experience highly preferred
- Experience working with Business Intelligence, preferably COGNOS Reporting
- Experience with managing data integrations, experience with API integrations preferred
- Excellent written and verbal communication skills
- Extensive experience with Google suite
- Ability to understand complex business problems and customer (e.g. staff and leader) needs and to respond positively and strategically to their requests.
