This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
ABOUT THE POSITION:
The Washington Aqueduct is seeking multiple professional Engineers, GS-12 to fulfill multi-disciplined engineering roles/functions throughout our Water Treatment Plant.
Serves as an interdisciplinary engineering specialist responsible for developing engineering designs, plans and specifications for all types of water supply, treatment, transmission, storage and distribution system requirements of a major water system. Performs all interdisciplinary engineering and planning functions for the Washington Aqueduct Division which operates and maintains a large and complex system for the collection, treatment, pumping, storage and transmission of an adequate and potable water supply for the nation’s region.
Serves as a Project Manager, who works under the general direction of a Chief/Section Chief, Washington Aqueduct Division, Baltimore District. The candidate is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of small to large scale projects at the Washington Aqueduct.
Serves as a technical specialist, requiring a broad technical background and experience in various functions to control and manage project milestones and budgets from planning through construction completion and turnover. The incumbent is required to integrate requirements into a comprehensive project management plan that is fully coordinated with all contributing agencies and organizations including various functional elements within the Washington Aqueduct and the Baltimore District. External stake holders will largely be regional water treatment utilities and Government organizations that regulate, control and cooperate on water treatment and use issues. Other support functions include operational monitoring and data analysis with respect to compliance and improvements, recommending/implementing modifications for solutions to operational issues and acting as Liaison for Inter-Branch projects.

Applicants must, at a minimum, hold a bachelors degree in engineering from an ABET accredited institution.

EXPERIENCE:
The ideal candidate will possess 5 – 7 years professional engineering experience that includes the following knowledge, skills and abilities:
KNOWLEDGE, SKILLS AND ABILITIES:
- Architectural or Civil, Environmental, Mechanical, Electrical or Chemical Engineering skills
- Experience in planning, designing and constructing industrial process systems comparable to water treatment processes and systems
- Knowledge of drinking and surface water quality regulations and compliance
- Knowledge of machinery, equipment, material sand operating practices of water treatment operations and facilities
- Strong analytical and problem-solving skills
- Ability to manage projects from inception to completion
- Strong verbal and written communication skills and the ability to collaborate with others
- Experience with project management and budgeting
- Ability to work independently
- Bachelor's degree in Engineering with Professional Engineer (PE) license is preferred, but not required.
CONDITIONS OF EMPLOYMENT & NOTES:
1. Incumbent is required to obtain and maintain a valid State driver’s license.
2. Travel is required approximately 5% of the time.
3. In accordance with AR 690-11, this position has been designated as “Key” and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively. The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
4. This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
NOTE: This position has physical requirements to include bending, stooping, climbing, working outside the office being exposed to varying weather conditions and entering confined spaces which require the use of hard hats and appropriate safety gear.
