Plainfield is a prosperous and bustling Village, located 35 miles southwest of Chicago. Easily accessible, the Village is close to several interstates and state highways making it an excellent place to live, own a business, or simply spend the day shopping and dining in our historic downtown.
Downtown Plainfield, which is the heart of the community, is a vibrant, pedestrian-focused destination for shopping, dining, and entertainment. Each year, the downtown area is home to several special events including Plainfield Fest, classic car nights, movies, and concerts. Plainfield is also home to the Lake Renwick Heron Rookery, numerous historic districts and landmarks, a wonderful park and trail system, and the DuPage River which provides numerous outdoor recreational opportunities.
Plainfield is experiencing large growth in all areas of building. The Building Department is a fast paced department with several large industrial, commercial and residential projects in progress. Currently, there are 10 residential subdivisions in various phases of building. Prominent builders in town are MI Homes, Pulte, Lennar and DL Horton.
The Village of Plainfield is seeking applicants for the position of Building Official. This position is responsible for assisting in the management and oversight of the Building Department’s daily operations, including permit processing, inspections, code enforcement, and plan review. This position serves as a technical expert and mentor to inspection staff, ensuring all construction activity within the Village complies with applicable building codes, zoning ordinances, and land use requirements. This work helps ensure that all buildings and structures are built in compliance with established codes and ordinances. The applicant we are seeking will bring a well-rounded career in construction and management with a strong knowledge base in building codes, code compliance and zoning.
Essential Duties and Responsibilities
Manages the Building & Code Enforcement Department and collaborates with the Village Administrator to identify the annual goals and objectives of the division. Supervises staff, develops and implements procedures and streamlines processes to enhance operations.
Develops staff to ensure continual professional growth as content matter experts in related disciplines. Ensure staff achieve and maintain necessary building certifications. Acts as a resource to staff, interprets policies and codes and provides guidance and training.
Recruit, train, supervise, and evaluate inspection personnel; oversee disciplinary actions as necessary.
Plans, coordinates and supervises all aspects of the Building & Code Enforcement Department; including the administration and enforcement of the Village’s building, fire, electrical, mechanical, plumbing, property maintenance and use codes.
Monitors changes in codes, legislation, building materials and construction methods. Provides updated interpretations of codes and regulations to the Community Development Director and Village Administrator. Drafts revisions and recommends updates or changes to codes, ordinances and local regulations for the Village Administrator’s review.
Reviews construction documents for conformance to the Village’s building and fire codes, Village ordinances, and technical construction requirements. Oversee the issuance of stop work orders for work started without a permit or not in compliance with approved plans or Village ordinances.
Works in conjunction with the Police Department and Village Attorney on the enforcement of building and property maintenance codes. Oversee divisional response to legal action, including preparation of court information and testimony as an expert witness.
Explains, interprets and provides guidance regarding applicable codes to architects, engineers, contractors, developers, owners/residents and other interested parties. Answers questions regarding building and property maintenance codes, establishes valuations and permit cost for new projects based on codes, regulations and policies.
Collaborates with other departmental staff providing professional support to the Planning and Zoning Department regarding building, zoning and code compliance matters.
Research problems and complaints regarding commercial and residential buildings, building construction and code compliance. Recommends corrective actions and resolves issues in a timely and professional manner.
Conducts and oversees field inspections on complex or large scope projects. Reviews specifications and engineering calculations to determine compliance with legal requirements of codes, ordinances and accepted engineering practices. Consults with third party professionals as necessary.
Provides direct oversight to onsite contractors.
Attend weekly evening Village Board meetings
Responsible for developing and managing department budget.
Prepares and directs the preparation of a variety of written correspondence, reports, procedures, ordinances and other materials relating to building permits, code enforcement, certificates of occupancy, inspections and violations.

Qualifications

Education and/or Experience
Bachelor’s degree from an accredited college or university supplemented by technical courses in building construction, electrical, mechanical, or structural engineering or related areas. Master Code Professional or Building Official certificate is required. Five to seven years of experience in a skilled construction trade (s). A thorough understanding of the ICC building codes, zoning and code enforcement codes.

Physical Demands
While performing the duties of this job, the employee is regularly required to stand; walk on uneven surfaces and talk and hear. The employee is frequently required to climb or balance. The employee is occasionally required to sit; use hands to finger, handle, or feel; reach with hands and arms and stoop, kneel, crouch, or crawl.
This employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
Work Environment
While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is occasionally exposed to moving mechanical parts and risk of electrical shock. The noise level in the work environment is usually loud.
Pay and Benefits
The Village is pleased to offer a comprehensive employee benefits program that includes medical insurance options at a low cost as well as complimentary dental, vision, and life insurances. This position will participate in the Illinois Municipal Retirement Fund Pension, as well as having the option to participate in the 457 retirement plan, and an employee wellness program. Paid vacation, two personal days, twelve sick days, and eleven holidays are also provided annually. The salary range for this exempt position is $109,708 – $148,105 annually, depending on qualifications and experiences. The anticipated starting salary is from the minimum to the middle of the range.
